General Summary:
Manage the construction process for multiple equipment facilities from site selection through to final contractor punch list completion; assure on-time delivery and maintain total costs within the allocated capital project budget.
The Engineer is expected to perform job functions with minimum guidance; exhibit the ability to work independently on a range of projects from inception to completion; manage internal and external resources effectively; establish and maintain processes and procedures and prioritize work load based on the business objectives.
Essential Duties and Responsibilities:
1. Survey new node sites pre-determined by Real Estate to meet or exceed XO Central Office Engineering (COE) our standards
2. Consult with Architectural-Engineering (A/E) design firm and Design Engineering team on final site selection prioritization list
3. Review lease to assure technical specification/language is included prior to execution
4. Identify and request required, COE capital project funding
5. Establish project timelines
6. First Approver on ALL Manual Purchase Requisitions (MPR) submitted against Projects
7. Manage all Purchase Orders (PO) against each project
8. Manage outsourced A/E firms
9. Develop contract documents with A/E and Facilities Engineering support
10. Establish internal review with Design Engineer, Power Engineer and Facilities prior to release for Contractor bidding
11. Detailed review of Sub-Contractor pricing, contract negotiation, and General Contractor selection with FE
12. Pre-order any long lead items (i.e. Heating, Ventilation and Air Conditioning (HVAC), Switch Gear, Generators, etc) and coordinate delivery Facilities
13. Ensure that the Power and/or Design Engineers have ordered any applicable equipment or material (DC Plant, Batteries, UPS, Cable Rack, Fiber Trough) in accordance with the project timeline
14. Create MPR’s for all Architectural related Labor and Material vendors for bid projects
15. Approve all invoices for payment of Architectural related items against bid projects only
16. Establish construction project schedule with General Contractor; negotiate fast-tracking costs (if necessary) based on market or service delivery commitments
17. Conduct kickoff and closeout meetings keeping Implementation Engineering informed, identifying roles and responsibilities of all parties
18. Manage and approve all project Change Orders
19. Coordinate final project close-out and punch list review with Facilities, A/E and Contractor(s)
20. Obtain final punch list approval from Facilities, Construction closeout documents from General Contractor including A/E sign-off for project completion
21. Obtain final punch list approval from Implementation Engineer, construction closeout documents from General Contractor including A/E sign-off for project completion
22. Pre-qualify General Contractors to establish local area bid lists
23. Continuously develop and revise company standards to maximize quality and optimize performance
24. Establish generic budget guidelines for various facility types based on new construction and existing expansion to determine capital requirement for upcoming budget year
25. Update capacity data o spreadsheets based on field measurements (until database is in place to sync PMR’s)
26. Monitor the utilization of HVAC, AC Power and Generators to determine when upgrades are necessary
27. Update HVAC, AC Service and Generator inventory in TBS when installing, removing or changing equipment
28. Support the review of customer collocation requests as required
29. Update notes in TBS and complete construction task for collocation-driven projects
30. Support resolution to all major power outages, developing an outage report for each occurrence
31. Support the review of customer collocation requests as required
32. Perform the engineering review of proposed customer collocation applications in various XO Markets. Determine the appropriate scope of work, estimate construction costs and required timeframes for delivery of all customer collocation applications.
33. Perform extensive reviews and analysis for customer collocation requests, such as high density cooling applications and data center requirements.
34. Compile and refine reference data for typical infrastructure augmentations.
35. Participate in the organization and analysis of data on the infrastructure of our facilities to facilitate the review of customer collocation applications.
